Tanya S. Anthony

Chief Financial Officer

Tanya S. Anthony currently serves as Chief Financial Officer for Cook County serving under President Toni Preckwinkle. In this role, she provides executive oversight for the Bureau of Finance and is responsible for setting financial strategy that addresses the long-term fiscal health of the County. Prior to this role, Tanya served as Cook County Chief Administrative Officer for three years and Budget Director for five years.

Tanya has 27 years of public service experience including positions as a Correctional Officer at the Cook County Department of Corrections; several finance positions at the City of Chicago and Chicago Fire Department; and Budget Director and Chief Administrative Officer at the Chicago Park District.

Tanya holds a Master in Public Administration (MPA), a Master in Business Administration (MBA) and Project Management Professional (PMP) certification. She is a Leadership Greater Chicago Fellow and a veteran of the U.S. Army.

Dean Constantinou

Deputy Chief Financial Officer

Dean Constantinou has served as Deputy Chief Financial Officer of Cook County since the beginning of 2022 where he manages the day-to-day operations of the office, oversees the County’s Debt Management division by working with trustees, underwriters, bond counsel and rating agencies to manage the County’s $2.9 billion dollar debt portfolio and implements the strategic priorities of the Board President and Bureau of Finance.

Dean previously served as Cook County’s Manager of Financial Planning and Analysis, where he was responsible for the short- and long-term forecasting of the County’s billions in revenues and expenses and supporting the analytical needs of the Bureau of Finance. Dean also spearheaded an award-winning equitable allocation strategy that provided $51 million in federal funds to Suburban Cook County municipalities during the COVID-19 pandemic. Before that he worked in finance and budgeting departments of various public-facing organizations in the Chicagoland area, including Cubic and the Regional Transportation Authority.

Dean graduated from the University of Illinois – Chicago where he also earned a Master’s in Public Administration. Additionally, he is a University of Chicago Civic Leadership Academy Fellow. Outside of the office, he is a proud husband and father and has served as a board member for his local community food pantry.

Lawrence Wilson

Comptroller

Lawrence Wilson is the Cook County Comptroller. He has over 27 years of diverse executive management experience, including Chief Executive Officer, Chief Financial Officer, Investment Banker, and Big‑4 Public Accounting positions and over 10 years of government experience. His governmental experience includes serving the Forest Preserve District of Cook County as Chief Financial Officer and Comptroller and serving the City of Chicago as Deputy Comptroller of Accounting. Mr. Wilson has a B.S. from Southern Illinois University, an M.B.A. in Finance from Cornell University, and a Professional Accounting Program Certificate from Kellogg School of Management, Northwestern University. He is also a Certified Public Accountant.

Olyvia Jarmoszka

Director of Debt Management

Olyvia Jarmoszka has served as the Director of Debt Management for Cook County since September 2022. In this role, she is responsible for minimizing debt service expenses and achieving cost effective financing solutions. She also conducts the disclosure, sale and management of all County general obligation and sales tax bonds, notes, loans, and other capital market products. Prior to this role, Olyvia served as Financial Research Analyst IV at the County for over one year. Olyvia has nearly 20 years of public finance experience including positions in the private sector as an investment banker and financial advisor. Recently, Olyvia was named one of Bond Buyer’s 2023 Rising Star. Each year, Bond Buyer recognizes a handful of outstanding financial professionals to receive its coveted Rising Star Award.

Olyvia was born and raised in Chicago, Illinois and graduated from DePaul University. She is active in the Polish-American community and is a proud daughter of Polish immigrants. In 2023, she was selected to serve on the board of Women in Public Finance – Chicago Chapter.
