Angela Manning-Hardimon

Chief Financial Officer

Angela Manning-Hardimon is an experienced Chief Financial Officer, serving over 20 years in the role of Chief Financial Officer and over 30 years in the field of finance. For the past two years, Mrs. Manning-Hardimon has served as the Chief Financial Officer for Fermi National Accelerator Laboratory (Fermilab) where she is response for providing executive leadership and management oversight into business operations and the labs’ $850 million operating budget.

Prior to joining Fermilab, Mrs. Manning-Hardimon served as the Vice President of Finance, Chief Financial Officer and Treasurer for Illinois Institute of Technology. Where she was responsible for providing executive leadership and management oversight for the business operations of the university’s $310 million operating budget and investment of the $300 million endowment. Mrs. Manning-Hardimon was instrumental in the university developing and implementing a financial strategy that resulted in the university managing its structural deficit and restoring financial stability.

Angela Manning-Hardimon served as the Deputy Executive Director and Chief Financial Officer for the Chicago Metropolitan Agency for Planning (CMAP) where she was responsible for providing executive leadership and management oversight for the business operations of the agency. In this role, she was also responsible for providing fiscal oversight of the agency’s operating budget and the federal and state metropolitan planning transportation funding for the region’s transit agencies, seven counties, and 284 municipalities that comprise Northeastern Illinois.

Prior to joining CMAP, Mrs. Manning-Hardimon served 12 years with the City of Chicago. Mrs. Manning-Hardimon served as the Managing Deputy Commissioner and Chief Financial Officer for O'Hare and Midway International Airports providing executive leadership, management and fiscal oversight for the $2 billion operating and $7.2 capital budgets. In this position, Mrs. Manning-Hardimon was responsible for providing management oversight for Information Technology, Human Resources, Labor Relations, Customer Service, Contracts Administration, Finance, Capital Finance, Concessions, Real Estate, Warehouse Operations, Marketing and Performance Management. Prior to joining the Chicago Department of Aviation, Mrs. Manning-Hardimon also served as the Deputy Commissioner of Finance and Administration for the Department of Buildings and the Department of Design and Construction.

Before joining the City of Chicago, Mrs. Manning-Hardimon served as a Senior Business Consultant with Parson Consulting Group where she worked with Fortune 500 companies to develop merger and acquisition strategies, migrate to web-based businesses, integrate latest information technology into their organizations and revamp businesses through process re-engineering. She also served as Vice President of Yield Management with Horseshoe Gaming Corporation where she was responsible for identifying, developing, and implementing plans to enhance revenues and business operations. Mrs. Manning-Hardimon began her career in investments and spent 6 years with the Northern Trust Company in Global and Wealth Management Banking where she managed portfolios more than $ 1 billion dollars.

Mrs. Manning-Hardimon holds a Master’s degree in Project Management from Keller Graduate School of Management, Master of Business Administration in Strategic Management and Entrepreneurship from University of Illinois at Chicago, and a Bachelor of Science in Finance.

Dean Constantinou

Deputy Chief Financial Officer

Dean Constantinou has served as Deputy Chief Financial Officer of Cook County since the beginning of 2022 where he manages the day-to-day operations of the office, oversees the County’s Debt Management division by working with trustees, underwriters, bond counsel and rating agencies to manage the County’s $2.9 billion dollar debt portfolio and implements the strategic priorities of the Board President and Bureau of Finance.

Dean previously served as Cook County’s Manager of Financial Planning and Analysis, where he was responsible for the short- and long-term forecasting of the County’s billions in revenues and expenses and supporting the analytical needs of the Bureau of Finance. Dean also spearheaded an award-winning equitable allocation strategy that provided $51 million in federal funds to Suburban Cook County municipalities during the COVID-19 pandemic. Before that he worked in finance and budgeting departments of various public-facing organizations in the Chicagoland area, including Cubic and the Regional Transportation Authority.

Dean graduated from the University of Illinois – Chicago where he also earned a Master’s in Public Administration. Additionally, he is a University of Chicago Civic Leadership Academy Fellow. Outside of the office, he is a proud husband and father and has served as a board member for his local community food pantry.

Ashley Ramchandani

Deputy Chief Financial Officer

Ashley Ramchandani is a people-centered, cross functional leader with 13 years of experience supporting mission-driven organizations in improving their strategic position, financial health, and operational performance to execute on their vision. As Deputy CFO for Cook County, Ashley is responsible, with the CFO, for the overall planning and development of the County fiscal policy and oversight of all financial operations including procurement, risk management, budget, comptroller, and revenue functions. Her work in financial services and consulting has included evaluating the governance structures, operations, financial management, and performance of higher education, 501(c)(3)s, and cultural institutions. Ashley has a master’s in public policy studies from the University of Chicago and a BA in criminal behavior studies from Transylvania University.
